It looks shit, to be honest, but, then again, it's supposed to. The judicious editing has removed any context from the incident and that lingering, digitally-zoomed shot to close off with is a classic move. None of us have any fucking idea what instigated it other than, at some point, the white guy is coming off worse. But that's the point. Does why even matter? Not to the sham who posted it as he knows it'll rock his lowest-common-denominator audience to their socks and it'll be shared by all kinds of nasty dopes. Maybe the guy is a thug, maybe he was provoked, maybe he was attacked, it's impossible to tell but who gives a fuck when the point is to demonise based on skin colour, right? Fear sells. It's thoroughly depressing, the whole thing.
